OPTIMALISASI KINERJA SENTRA GAKKUMDU DALAM PENEGAKAN HUKUM TERHADAP DUGAAN PELANGGARAN PIDANA PEMILU DI BAWASLU KABUPATEN CIAMIS

Abstract

ABSTRACT This study examines the performance of the Integrated Law Enforcement Center (Sentra Gakkumdu) of Ciamis Regency in handling alleged criminal violations in the 2024 General Election. The focus of the study is on identifying the obstacles encountered, the law enforcement measures undertaken, and performance optimization strategies to strengthen the integrity of democratic governance. The research employs a qualitative method with a descriptive approach, collecting data through in-depth interviews, document analysis, and observation of Sentra Gakkumdu’s task implementation. The findings indicate that criminal law enforcement in the Ciamis Regency election process remains constrained by regulatory issues, inter-agency coordination, operational technicalities, and socio-political dynamics. Limitations in case handling time, differing interpretations of offense elements, and low public participation have adversely affected the effectiveness of evidence gathering. Efforts undertaken include strengthening inter-agency coordination, conducting legal outreach to the public, utilizing information technology, and providing technical training for Gakkumdu members. Based on the analysis, this study recommends strengthening regulatory frameworks, clarifying the authority of each Sentra Gakkumdu component, enhancing human resource capacity along with the provision of supporting facilities, and conducting extensive legal outreach to encourage public engagement. Implementing these measures is expected to improve the effectiveness of electoral criminal law enforcement, reinforce public trust, and contribute to achieving higher-quality democracy in Indonesia.
