Abstract:
This study aims to determine the optimal location for the development of a Vehicle Weighing Implementation Unit (UPPKB) in Ciamis Regency. The location selection is intended to support freight transportation monitoring and the control of Over Dimension Over Loading (ODOL) vehicles. Transportation modeling using PTV Visum was employed to analyze freight movement patterns and traffic assignment. Subsequently, three alternative locations were identified and evaluated based on road segment performance, accessibility, freight traffic volume, and initial investment cost. The criteria weights were determined using the Rank Order Centroid (ROC) method, while the Composite Performance Index (CPI) method was applied to select the best location. The results identified three alternative locations for the development of the UPPKB facility. Based on the ROC weighting and CPI analysis, Alternative 3, located in Cihaurbeuti District, obtained the highest score of 329.01, followed by Alternative 2 with 325.14 and Alternative 1 with 312.39. Alternative 3 showed superior performance, particularly in terms of road segment performance and freight traffic volume. Therefore, Alternative 3 is recommended as the most optimal location for the development of an UPPKB facility in Ciamis Regency.
