Abstract

ABSTRACT UTILIZATION OF THE VILLAGE FUND ALLOCATION IN RELATION TO ARTICLE 78 OF LAW NUMBER 6 OF 2014 REGARDING VILLAGE DEVELOPMENT IN AWILUAR VILLAGE, LUMBUNG DISTRICT

Village development is an effort carried out by the government to improve community welfare through local potential management, infrastructure development, and community empowerment. Law Number 6 of 2014 concerning Villages provides authority for village governments to implement development independently, participatively, and sustainably. However, several obstacles still affect the optimization of village development implementation. This study aims to identify, examine, and analyze the implementation of village development in Awiluar Village, Lumbung District, Ciamis Regency based on Law Number 6 of 2014 concerning Villages, the obstacles faced, and the efforts made to overcome these obstacles. This study used a qualitative descriptive method. Data were collected through observation, documentation, and interviews with village officials, the Village Consultative Body, and the community of Awiluar Village on July 2, 2026. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results showed that the implementation of development in Awiluar Village has been carried out through planning, implementation, community participation, and supervision stages. Development programs focus on infrastructure improvement, community empowerment, and local potential development. The identified obstacles include limited budget availability, village apparatus capacity, supporting facilities, and less optimal community participation. Efforts undertaken include prioritizing development programs, improving apparatus capacity, strengthening coordination, increasing community participation, and optimizing village institutions.
