THE EFFECTIVENESS OF LAW ENFORCEMENT ON AGGRAVATED THEFT CRIMES (Case Study in the Legal Area of Ciamis Police)

Aggravated theft is a crime that still frequently occurs and causes harm to society. Although regulated in Article 363 of the Criminal Code (KUHP), its implementation in the field still faces various obstacles, requiring examination of the effectiveness of law enforcement. This study aims to answer two research questions: (1) how effective is law enforcement against aggravated theft in the jurisdiction of the Ciamis Police Department; and (2) what factors influence the effectiveness of law enforcement against this crime. The research method used is a combined legal research method (normative and empirical). The normative approach is conducted through a literature review of relevant laws, doctrines, and literature, while the empirical approach is conducted through primary data collection within the Ciamis Police Department using interviews, observation, and documentation. The data obtained are analyzed qualitatively. The results of the study indicate that the effectiveness of law enforcement against aggravated theft in the jurisdiction of the Ciamis Police Department has been implemented in accordance with applicable legal provisions, but is not yet fully optimal. This effectiveness is influenced by various factors, including the ability of investigators, the availability of facilities and infrastructure, public participation, coordination within the criminal justice system, and preventive measures. In conclusion, law enforcement against aggravated theft requires synergy between law enforcement officials, the government, and the public to ensure legal certainty, justice, and legal benefit. Therefore, it is recommended that the Ciamis Police continue to improve the capacity of investigators, strengthen coordination with other law enforcement officials, optimize supporting facilities and infrastructure, and increase legal education and public participation in efforts to prevent aggravated theft.
