dc.description.abstract ABSTRACT LAW ENFORCEMENT EFFECTIVENESS IN COUNTERING ONLINE GAMBLING CRIMES AT CIAMIS RESORT POLICE Laila Uswatun Chasanah NIM. 82338240014 This research is motivated by the widespread phenomenon of online gambling that has permeated various social strata in Ciamis Regency and the law enforcement challenges in facing Cybercrimes characterized by cross-border and anonymous nature. The primary problems in this research are the effectiveness of law enforcement by Ciamis Resort Police, the supporting and inhibiting factors, and the efforts undertaken to overcome these obstacles. The objective of this study is to analyze the level of law enforcement effectiveness in depth and to formulate appropriate counter-strategies within the jurisdiction of Ciamis Resort Police. The research method employed is empirical legal research with a sociology of law approach. The research data consists of primary data obtained through in-depth interviews with the Head of Criminal Investigation Unit of Ciamis Resort Police, representatives of the Ciamis District Attorney's Office, and religious figures/MUI of Ciamis Regency, as well as secondary data from police report documents and relevant laws and regulations. Data analysis was conducted qualitatively using Soerjono Soekanto's legal effectiveness theory and Lawrence M. Friedman's legal system theory as analytical tools to examine the facts on the ground. The results indicate that law enforcement against online gambling at Ciamis Resort Police has not reached maximum levels and remains partial, as evidenced by an increasing trend of cases from 2022 to 2025. The primary obstacles are found in limited digital forensic infrastructure, a lack of cyber-certified investigators, and a permissive social Legal Culture driven by immediate economic pressure. Strategic efforts include strengthening penal measures through the formation of a Cyber crime Task Force and synchronization with local IT experts, as well as non-penal measures through inclusive digital literacy and religious-sociological approaches.
