CRIMINOLOGICAL ANALYSIS OF STOLEN GOODS FENCING CRIMES IN THE LEGAL JURISDICTION OF CIAMIS RESORT POLICE

Fencing crimes act as a catalyst for motor vehicle theft by providing a market for illicit goods. This study aims to analyze the modus operandi of fencing in the legal jurisdiction of Ciamis Resort Police, identify the underlying criminogenic factors, and evaluate the countermeasures and obstacles faced by the police. The research method employed is socio-legal (juridical-empirical) with a descriptive-analytical specification. Primary data were obtained through in-depth interviews with investigators from the Criminal Investigation Unit of Ciamis Resort Police and analysis of court decisions number 18/Pid.B/2026/PN Cms, 19/Pid.B/2026/PN Cms, and 20/Pid.B/2026/PN Cms. Secondary data were gathered through literature studies of primary, secondary, and tertiary legal materials. The results indicate that the modus operandi of fencing in Ciamis has transformed from conventional to digital via "hit-and-run" systems on social media and sophisticated physical tampering of vehicles (frame number alteration). Primary criminogenic factors include economic pressure, low social control, and a permissive culture regarding the use of undocumented vehicles. Countermeasures by Ciamis Resort Police involve both penal (case development and digital forensics) and non-penal (mechanic community outreach) approaches. However, these efforts are hindered by the difficulty of proving criminal intent (mens rea), personnel limitations relative to the vast jurisdiction, and the increasing anonymity of perpetrators. This study recommends the modernization of digital forensic facilities at the resort police level and strengthening cross-sectoral synergy with the Local Government to suppress crime rates systemically.
