THE DEVELOPMENT OF COMMUNITY INDEPENDENCE AND WELFARE THROUGH POLICIES, PROGRAMS, AND ASSISTANCE BASED ON LAW NUMBER 6 OF 2014 ON VILLAGES: A STUDY IN HANDAPHERANG VILLAGE, CIJEUNGJING DISTRICT, CIAMIS REGENCY

ABSTRACT
The implementation of Law Number 6 of 2014 on Villages in Handapherang Village is still not optimal. Despite various plans for the development of infrastructure, such as road construction, street lighting installation, water channel arrangement, and the development of government, health, and education facilities, most of these activities are either still in the planning stages or scheduled for implementation until 2028. This reflects that the village community empowerment programs, which should be aligned with the essence and priorities of the village community's needs as mandated by the law, have not yet been fully realized quickly and evenly.
The purpose of this study is to examine the development of community independence and welfare through policies, programs, and assistance based on Law Number 6 of 2014 on Villages in Handapherang Village, Cijeungjing District, Ciamis Regency.
The research method used is descriptive qualitative. Data was collected through interviews with research informants.
The results of the study show that the development of community independence and welfare in Handapherang Village through policies, programs, and assistance based on Law Number 6 of 2014 on Villages is not yet fully optimal. Two indicators that have not been optimal are supporting infrastructure and culture, while the indicators of law, law enforcement, and community are optimal. The main challenges include limited human resources, a lack of understanding of the importance of community participation, and inadequate supporting facilities. Efforts made include training and assistance for village officials and the community, as well as improving communication, coordination between agencies, and community participation through village deliberations and involvement of community leaders.
