This research is motivated by the lack of effectiveness in village fund
management in Bungurberes Village, both in terms of planning and budgeting,
implementation and administration, as well as reporting and accountability. The
objectives of this study are: 1) To analyze and describe the optimization of the
role of the Village Consultative Body (BPD) in supervising the management of
Village Funds (DD) in Bungurberes Village, Cilebak District, Kuningan Regency,
2) To analyze and describe the obstacles faced in optimizing the role of the
Village Consultative Body (BPD) in supervising the management of Village
Funds (DD) in Bungurberes Village, Cilebak District, Kuningan Regency. 3) To
analyze and describe the efforts made in optimizing the role of the Village
Consultative Body (BPD) in supervising the management of Village Funds (DD)
in Bungurberes Village, Cilebak District, Kuningan Regency.
The research method used is a descriptive method with a qualitative
approach. Data collection tools used in this study include observation, interviews,
and documentation.
The results of the study indicate that 1) The role of the Village
Consultative Body (BPD) in supervising the management of Village Funds (DD)
in Bungurberes Village, Cilebak District, Kuningan Regency in the legislative
function is the main task and responsibility of the village government and not the
Village Consultative Body (BPD). BPD carries out direct supervision involving
direct observation in the field and physical inspection of work, while indirect
supervision is through monitoring reports, in terms of the function of channeling
community aspirations, BPD as a forum for community aspirations, always holds
village deliberations (Musdes) with an agenda, namely deliberations led by the
Chairperson of the BPD. 2) Obstacles faced in optimizing the role of the Village
Consultative Body (BPD) in supervising the management of Village Funds (DD)
in Bungurberes Village, Cilebak District, Kuningan Regency, namely the limited
human resources in the BPD which are not yet adequate, then the lack of
community participation and awareness, and the lack of coordination between the
BPD and the village government, as well as the lack of support from the local
government, where the BPD and the Village Government often have different
opinions. 3) Efforts made to optimize the role of the Village Consultative Body
(BPD) in supervising the management of Village Funds (DD) in Bungurberes
Village, Cilebak District, Kuningan Regency are by providing training that is
relevant to the duties and functions of the BPD, then by increasing the
socialization of the role of the BPD, by providing incentives and appropriate
awards can also increase the motivation of BPD members to work better and more
effectively in carrying out their duties. The BPD needs to improve
communication, sharpen the authority of the BPD, and increase the role and
support of the local government. |
