Penelitian ini dilatarbelakangi oleh rendahnya capaian rapor satuan pendidikan
yang mencerminkan masih adanya tantangan dalam menjamin kualitas proses dan
hasil pembelajaran di sekolah. Pengawas sekolah sebagai pendamping satuan
pendidikan memiliki peran strategis dalam meningkatkan rapor satuan pendidikan
melalui kegiatan supervisi, pembinaan, dan pendampingan kepada kepala sekolah
serta guru. Namun dalam praktiknya, peran pengawas sekolah sering kali belum
terlaksana secara menyeluruh dan berkesinambungan. Hal ini ditandai dengan
belum terbangunnya sistem manajemen pendampingan yang terstruktur, terencana,
dan berkelanjutan, baik dari segi perencanaan, pengorganisasian, pelaksanaan,
maupun pengawasan pendampingan. Penelitian ini bertujuan untuk menganalisis
dan mendeskripsikan: (1) Manajemen pendampingan pengawas sekolah dalam
meningkatkan rapor satuan pendidikan; (2) Hambatan-hambatan yang dihadapi;
dan (3) Solusi atas hambatan tersebut, dengan studi deskriptif pada SMP Negeri 1
Ciamis dan SMP IT Irfani Quranicpreneur Bilingual School (IQBS) Ciamis.
Penelitian ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data
dilakukan melalui wawancara, observasi, dan studi dokumentasi. Informan
penelitian terdiri dari pengawas sekolah, kepala sekolah, guru SMP Negeri 1 Ciamis
dan SMP IT Irfani Quranicpreneur Bilingual School (IQBS) Ciamis, dan Kepala
Dinas Pendidikan Kabupaten Ciamis. Analisis data menggunakan model Miles &
Huberman yang meliputi reduksi data, penyajian data, dan penarikan
kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa manajemen
pendampingan pengawas sekolah telah mendorong peningkatan rapor pendidikan
melalui pendekatan coaching, facilitating, dan intervensi berbasis data. Namun,
peningkatan baru terlihat pada aspek akademik, khususnya literasi dan numerasi.
Sementara itu, aspek non-akademik seperti karakter murid, iklim keamanan,
kebhinekaan, dan kualitas pembelajaran masih menunjukan capaian stagnan.
Hambatan utama keterbatasan kapasitas pengawas, rendahnya literasi data sekolah,
serta lemahnya koordinasi eksternal. Solusi yang ditawarkan meliputi penguatan
kapasitas pengawas, peningkatan budaya refleksi di sekolah, serta pengembangan
kolaborasi lintas aktor. Pendekatan berbasis data multi sumber, kontekstual, dan
kolaboratif dinilai penting untuk memperkuat manajemen pendampingan dalam
meningkatkan rapor satuan Pendidikan secara berkelanjutan.

ABSTRACT
This thesis, entitled "Management of School Supervisors’ Assistance in
Improving the School Performance Report (A Descriptive Study at SMP Negeri
1 Ciamis and SMP IT Irfani Quranicpreneur Bilingual School (IQBS) Ciamis)"

Dr. Enas, S.E., M.M. (Advisor I) and Dr. Lilis Kholisoh Nuryani, M.Pd. (Advisor
II).
This research is motivated by the low achievement levels in educational unit report
cards, which reflect persistent challenges in ensuring the quality of learning
processes and outcomes in schools. School supervisors, as facilitators for
educational units, play a strategic role in improving report card results through
supervision, guidance, and assistance to principals and teachers. However, in
practice, the role of school supervisors is often not implemented comprehensively
and sustainably. This is indicated by the absence of a structured, planned, and
continuous management system for supervision assistance, both in terms of
planning, organizing, implementation, and monitoring. This study aims to analyze
and describe: (1) The management of school supervisor assistance in improving
educational unit report cards; (2) The obstacles faced; and (3) The solutions to
these obstacles, using a descriptive study conducted at SMP Negeri 1 Ciamis and
SMP IT Irfani Quranicpreneur Bilingual School (IQBS) Ciamis. This research
employed a descriptive qualitative method. Data collection techniques included
interviews, observations, and document analysis. Research informants consisted of
school supervisors, principals, teachers from SMP Negeri 1 Ciamis and SMP IT
Irfani Quranicpreneur Bilingual School (IQBS) Ciamis, as well as the Head of the
Ciamis District Education Office. Data analysis utilized the Miles & Huberman
model, which includes data reduction, data presentation, and conclusion
drawing/verification. The findings reveal that school supervisor assistance
management has promoted improvements in educational unit report cards through
coaching, facilitating, and data-driven interventions. However, the improvements
were mainly observed in academic aspects, particularly literacy and numeracy.
Meanwhile, non-academic aspects such as student character, school safety climate,
diversity, and quality of learning remained stagnant. The main challenges include
limited supervisor capacity, low school data literacy, and weak external
coordination. Proposed solutions involve strengthening supervisor capacity,
fostering a culture of reflection in schools, and developing cross-stakeholder
collaboration. A multi-source, contextual, and collaborative data-driven approach
