ABSTRACT

This study aims to determine the implementation of the policy for regulating and controlling street vendors (PKL) carried out by the Civil Service Police Unit in the Cihideung K.H. Zainal Mustofa Street area, Tasikmalaya City. The main focus of this study is to analyze the effectiveness of the policy and to identify factors that support and hinder its implementation. This study used qualitative methods with a descriptive approach. Data collection techniques were conducted through interviews, observations, and documentation with relevant parties. The results indicate that the implementation of the policy for regulating and controlling street vendors by the Public Order Agency (Satpol PP) has not been optimal. This is due to several factors, including limited personnel, delays in budget disbursement, lack of coordination between agencies, and low awareness and participation of street vendors in supporting the policy. Although persuasive approaches such as the Harumanis method have been implemented, their effectiveness still needs to be improved. This study suggests the need for strengthened cross-sectoral coordination, increased resources, and more intensive communication strategies to support the successful and sustainable implementation of the policy.
