ABSTRACT
NESTA SINTAWATI, 2025. Public Service Innovation in the Village Government of Sumberjaya, Cihaurbeuti Subdistrict, Ciamis Regency. Department of Government Studies. Faculty of Social and Political Sciences. Universitas Galuh.
This research is motivated by indications of issues related to public service delivery, particularly in the Village Government of Sumberjaya, Cihaurbeuti Sub-district, where public services have not been running optimally. This can be seen from several problem indicators, such as certain hamlets that are not yet adequately covered by internet networks, communities that are unable to access services online or, in other words, have not yet understood technological and internet advancements for online registration, and the limited number of staff/operators available to manage the implementation of the SIMPELDESA application.
The research method used is a descriptive method with a qualitative approach. The data sources for this study consist of both primary and secondary data. The primary data were obtained through interviews with seven informants, including the Village Head, Village Secretary, Head of the Village Consultative Body (BPD), the SIMPELDESA application operator, one Hamlet Head, and two community members. The secondary data include important documents relevant to the research. The data analysis technique employed is source triangulation. Source triangulation involves verifying the truth of specific information by using various data sources such as documents, archives, interview results, observations, or by interviewing more than one subject who may have different perspectives. The technique includes data reduction, data presentation, and drawing conclusions as well as verification.
This research refers to the 5 dimensions of innovation theory according to Rogers (Simon, 2019:29), which states that innovation has several attributes or characteristics, as follows: Relative advantage, Compatibility, Complexity, Trialability, and Observability. The results of the study conducted by the author indicate that the innovation in public service in the Sumberjaya Village Government, Cihaurbeuti District, Ciamis Regency is good, but not yet optimal, as there are 3 indicators that have not been running optimally, while 7 indicators have been running optimally.
