Implementation Of Family Resilience Policy in Responding to Social Dynamics in Ciamis Regency: A Study on Strengthening Family Functions in Response to Lesbian Gay Bisexual and Transgender Phenomena This study is motivated by the social dynamics developing within society and the need to strengthen family resilience in facing various social changes, including Lesbian, Gay, Bisexual, and Transgender (LGBT) phenomena. This study aims to analyze the implementation of family resilience policy, the supporting and inhibiting factors of policy implementation, and efforts to strengthen family functions in responding to social dynamics in Ciamis Regency. The study employed a qualitative approach with a case study design. The research informants consisted of 10 individuals representing local government, program implementers, health, social, and education sectors, TP PKK, the AIDS Prevention Commission, MUI, family groups, and the community. Informants were selected purposively and could be expanded through snowball sampling. The data consisted of primary and secondary sources. Data were collected through indepth interviews, observation, documentation studies, and triangulation. Data analysis employed the interactive model of Miles, Huberman, and Saldaña through data condensation, data display, and conclusion drawing and verification. The findings indicate that the implementation of family resilience policy has been carried out through the strengthening of eight family functions. Based on George C. Edward III's dimensions, communication is supported by the networks of Family Planning Counselors, cadres, and family activity groups; resources are supported by implementers and cadres but face limitations in personnel, facilities, budget, and data integration; disposition is supported by the commitment and responsiveness of policy implementers; while bureaucratic structure is supported by task distribution, authority, standard operating procedures, and cross-sector coordination. In responding to LGBT phenomena, the government does not have a specific program but addresses the issue within the framework of strengthening family functions through communication, parenting, education, protection, socio-cultural and religious values, reproductive health, and the family social environment. In conclusion, family resilience policy serves as a preventive and adaptive effort to strengthen family capacity in facing social dynamics. The study recommends strengthening cross-sector coordination, equitable distribution of resources, family data integration, public understanding, and the development of policies that are more adaptive to changing social dynamics. en_US
