PENGARUH LEARNING AGILITY DAN EMPLOYEE ENGAGEMENT TERHADAP ORGANIZATIONAL CITIZENSHIP BEHAVIOR MELALUI TATA KELOLA KEARSIPAN (Studi Pada Kantor Pertanahan Kabupaten Ciamis) Agung, Murdhianto Tesis ini berjudul Pengaruh Learning Agility Dan Employee Engagement Terhadap Organizational Citizenship Behavior Melalui Tata Kelola Kearsipan (Studi Pada Kantor Pertanahan Kabupaten Ciamis), Agung Murdhianto, NIM. 82342425, bertujuan untuk menganalisis pengaruh Learning Agility dan Employee Engagement terhadap Organizational Citizenship Behavior (OCB), dengan Tata Kelola Kearsipan sebagai variabel mediasi. Fenomena rendahnya keterlibatan pegawai dan tingginya beban pengelolaan arsip di Kantor Pertanahan Kabupaten Ciamis menjadi latar belakang utama penelitian ini. Penelitian dilakukan dengan pendekatan kuantitatif dan pengumpulan data melalui kuesioner kepada pegawai. Hasil analisis menunjukkan bahwa Learning Agility dan Employee Engagement berpengaruh positif signifikan terhadap Organizational Citizenship Behavior. Lebih lanjut, Tata Kelola Kearsipan terbukti mampu memediasi hubungan antara variabel bebas dengan Organizational Citizenship Behavior. Temuan ini memperkuat teori bahwa perilaku kerja ekstra peran dapat dipengaruhi oleh kemampuan individu dalam beradaptasi dan tingkat keterikatan emosional terhadap organisasi, terutama dalam menghadapi tantangan pengelolaan arsip yang kompleks. Rekomendasi dari penelitian ini adalah pentingnya penguatan pelatihan dan pengembangan keterampilan arsiparis serta pengimplementasian sistem tata kelola arsip yang lebih modern dan efisien. Penelitian ini diharapkan dapat menjadi acuan kebijakan pengelolaan SDM dan pengembangan manajemen arsip di lingkungan pemerintahan.

IMPLEMENTASI PEMBERIAN BANTUAN HUKUM KEPADA MASYARAKAT MISKIN DALAM RANGKA MENCARI KEADILAN BERDASARKAN UNDANG-UNDANG NOMOR 16 TAHUN 2011 TENTANG BANTUAN HUKUM (STUDI DI KABUPATEN CIAMIS) SONDARI, RESALITA ABSTRACT The thesis entitled IMPLEMENTATION OF LEGAL AID PROVISION TO THE POOR IN THE FRAMEWORK OF SEEKING JUSTICE BASED ON LAW NUMBER 16 OF 2011 CONCERNING LEGAL AID (STUDY IN CIAMIS REGENCY), Resalita Sondari, NIM 82339220006. This study aims to analyze in depth the extent to which the implementation of legal aid provision to the poor in Ciamis Regency is based on the provisions of Law Number 16 of 2011 concerning Legal Aid. This study also aims to identify various obstacles faced in its implementation and formulate strategic efforts in order to optimize legal aid services to realize equitable access to justice for all levels of society, especially economically vulnerable groups. The method used in this research was a qualitative approach, with data collection techniques consisting of field studies and in-depth interviews with legal aid recipients, legal aid service providers such as Legal Aid Institutions (LBH) and Legal Aid Posts (Posbakum), as well as relevant agencies within the local government and judicial institutions. The results of the study indicate that although a legal framework is in place through Law No. 16 of 2011 and has been implemented through regional legal aid programs, its implementation in Ciamis Regency still faces a number of significant obstacles. These obstacles include low levels of public awareness regarding the right to legal aid among the poor, limited human resources and budgets at legal aid providers, and issues of geographic accessibility, particularly for people living in rural or remote areas. This situation indicates a persistent gap between the ideals of the regulations and the reality on the ground, which has resulted in the suboptimal fulfillment of citizens' constitutional rights to fair legal protection and certainty. Therefore, this study recommends several strategic steps, including increasing the intensity and scope of legal aid outreach, strengthening the institutional capacity of LBH (Legal Aid Institute) and Posbakum (Law Enforcement Posts) at the local level, and fostering more effective synergy and coordination between local government agencies, law enforcement officials, and civil society organizations. Thus, it is hoped that the implementation of legal aid in Ciamis Regency will be more effective in reaching the poor and contribute significantly to the realization of the principle of substantive justice in the national legal system. URGENSI EVALUASI PERATURAN DAERAH TERHADAP PERENCANAAN PRODUK HUKUM DAERAH DI KABUPATEN CIAMIS BERDASARKAN KETENTUAN PERMENDAGRI NOMOR 80 TAHUN 2015 TENTANG PEMBENTUKAN PRODUK HUKUM DAERAH NURHADANA, DEDEN ABSTRACT THE URGENCY OF EVALUATING REGIONAL REGULATIONS ON THE PLANNING OF REGIONAL LEGAL PRODUCTS IN CIAMIS REGENCY BASED ON THE PROVISIONS OF THE MINISTER OF HOME AFFAIRS REGULATION NUMBER 80 OF 2015 CONCERNING THE FORMATION OF REGIONAL LEGAL PRODUCTS DEDEN NURHADANA NIM. 82339200007 Evaluation of Regional Regulations (Perda) is a crucial component of the regional legal product development system to ensure compliance with higher-level laws, the public interest, and the dynamics of community needs. Minister of Home Affairs Regulation Number 80 of 2015 concerning the Development of Regional Legal Products regulates evaluation mechanisms as a preventive control instrument in the regional legislative process. However, in practice, evaluation is often understood as merely an administrative procedure prior to the enactment of a Regional Regulation and has not yet fully functioned as a basis for regional legal product planning through the Regional Regulation Development Program (Propemperda). In Ciamis Regency, regional legislative planning still shows a tendency not to systematically integrate the results of Perda evaluations into the development of Propemperda. This condition has the potential to lead to overlapping regulations, ineffective implementation, and disharmony of norms within the national legal system. This study aims to: (1) analyze the evaluation of Regional Regulations within the regional legal product formation system based on Ministerial Regulation No. 80 of 2015. The research method is normative juridical, examining laws and regulations, legal principles, and legal systems related to government procurement of goods and services to ensure orderly construction service delivery through contract law aspects, then analyzing them using various legal theories. The results of the study indicate that, normatively, Ministerial Regulation No. 80 of 2015 positions evaluation as a mechanism for vertical harmonization and preventive control in the formation of Regional Regulations. However, its regulations still focus on pre-stipulation (ex-ante) evaluation and do not comprehensively regulate post-implementation (ex-post) evaluation. Empirically, the implementation of Regional Regulation evaluation in Ciamis Regency has been carried out according to formal procedures, but has not been optimally integrated into the preparation of Propemperda. Therefore, Regional Regulation evaluation is an urgent factor in ensuring the effectiveness, quality, and harmonization of regional legal product planning. Integrating systematic and evidence-based regulatory evaluation into regional legislative planning is a strategic step to realize good and responsive regional governance. PERANAN PERUM PERHUTANI DALAM PENGELOLAAN KELESTARIAN HUTAN BERDASARKAN FUNGSI EKOLOGI SOSIAL DAN EKONOMI DI WILAYAH HUTAN GUNUNG SYAWAL CIAMIS (Studi Kasus di Resort Pemangkuan Hutan Kawali Ciamis) KOMAR, SIDDIQ Penelitian ini bertujuan untuk mengkaji dan mendeskripsikan peranan Perum Perhutani dalam pengelolaan kelestarian hutan berdasarkan fungsi ekologi, sosial, dan ekonomi di Wilayah Hutan Gunung Syawal, khususnya pada Resort Pemangkuan Hutan (RPH) Kawali, Kabupaten Ciamis. Latar belakang penelitian didasari oleh fakta bahwa keberadaan kawasan Perum Perhutani KPH Ciamis belum sepenuhnya memberikan manfaat optimal bagi masyarakat sekitar, baik dari aspek ekologis, sosial, maupun ekonomi. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan penelitian meliputi pihak Perum Perhutani, pemerintah desa, dan masyarakat sekitar hutan. Hasil penelitian menunjukkan bahwa pada fungsi ekologi, Perum Perhutani berperan dalam menjaga kelestarian lingkungan, mencegah erosi, melindungi daerah aliran sungai, dan mempertahankan keanekaragaman hayati. Pada fungsi sosial, peran yang dilakukan mencakup pemberdayaan masyarakat melalui program Pengelolaan Hutan Bersama Masyarakat (PHBM), penyediaan lapangan kerja, dan pembinaan hubungan sosial. Pada fungsi ekonomi, kontribusi diwujudkan melalui pemanfaatan hasil hutan kayu dan non-kayu, serta pengembangan potensi wisata hutan. Namun, terdapat beberapa kendala seperti rendahnya partisipasi masyarakat, minimnya pemahaman terhadap kelestarian hutan, dan terbatasnya akses masyarakat terhadap pemanfaatan ekonomi hutan. Penelitian ini merekomendasikan peningkatan kolaborasi antara Perum Perhutani, pemerintah, dan masyarakat guna mengoptimalkan fungsi ekologis, sosial, dan ekonomi hutan secara berkelanjutan.
