This research is motivated by the practice of using a notary's cover note as the basis for disbursing Home Ownership Loan (KPR) financing at PT Bank Tabungan Negara (BTN), Tasikmalaya Branch. A cover note is a statement letter issued by a notary to explain that the process of finalizing documents or securing collateral is still underway. However, the existence of the cover note is not explicitly regulated in the Law on the Office of Notary, thereby raising issues regarding its legal force and the notary's liability in issuing it. Article 15 paragraph (1) of Law Number 2 of 2014 concerning the Office of Notary stipulates that a notary has the authority to draw up authentic deeds; conversely, a cover note is neither an authentic deed nor a legal product that falls expressly within a notary's authority.&#13;
The research employs a descriptive-analytical method with a normative-juridical approach, supported by empirical data. Data collection techniques involved a literature review and fieldwork in the form of interviews with bank representatives and notaries.&#13;
The research results indicate that the status and legal force of a cover note in the KPR disbursement process at PT Bank Tabungan Negara, Tasikmalaya Branch, are merely those of a statement letter or a private document (*surat di bawah tangan*) created by a notary to explain the status of collateral document finalization. As a cover note is not an authentic deed, it does not possess the conclusive evidentiary value associated with a notarial deed. The issuance of a cover note by a notary does not fall within the scope of authority stipulated in Article 15 paragraph (1) of the Law on the Office of Notary, as that authority pertains solely to the creation of authentic deeds. Rather, the cover note constitutes a form of administrative service that has evolved to meet the practical needs of the banking sector. From a legal standpoint, the use of a cover note as a basis for KPR disbursement lacks a firm legal foundation within the Law on the Office of Notary. Its existence relies merely on custom and a relationship of trust between the bank and the notary, and thus, it fails to provide optimal legal certainty for the parties involved. Obstacles regarding the use of cover notes include the absence of a clear legal basis, delays in finalizing collateral documentation, the risk of a bank losing its preferential rights due to the failure to register the *Hak Tanggungan* (security interest in land) in the event of loan default, and limited oversight regarding the issuance and use of cover notes. These obstacles indicate that the use of cover notes continues to pose legal risks for banks, debtors, and notaries alike.&#13;

Village communities participate in determining the priority use of village funds. This participation is carried out by actively engaging in every stage of planning the allocation of village funds, proposing programs or activities, ensuring that the priorities are included in the Village Government Work Plan (RKP Desa) and the Village Budget (APB Desa), and taking part in disseminating information regarding the use of village funds. The village government is also required to involve the community in determining these priorities. This study aims to examine the regulations governing the use of village funds in 2025 in Cihaurbeuti Village, Cihaurbeuti District, Ciamis Regency; to analyze the level of community participation in the use of village funds in 2025; and to evaluate Article 17 paragraphs (1), (2), and (3) of the Regulation of the Minister of Villages and Development of Disadvantaged Regions in relation to the use of village funds in Cihaurbeuti Village. This research employs a juridical-empirical approach with a normative empirical method. Data collection techniques include literature study, observation, and interviews, while data analysis involves data collection, data reduction, and drawing conclusions. Based on the findings, it can be concluded that community participation in Cihaurbeuti Village has not been fully optimized. This is because elements of the community are not adequately involved in village deliberation meetings, which are primarily attended only by the Village Government and the Village Consultative Body (BPD). Indonesia, as an archipelagic state with vast marine resource potential, faces serious challenges due to the increasing occurrence of fisheries crimes, such as illegal fishing and the smuggling of lobster seeds (Benih Bening Lobster/BBL). The waters of Cilacap, which directly border the Indian Ocean, constitute one of the areas vulnerable to such violations. In this context, the authority of the Tentara Nasional Indonesia Angkatan Laut (Indonesian Navy) in enforcing fisheries law has a clear legal basis as stipulated in Article 73 paragraph (1) of Undang-Undang Nomor 45 Tahun 2009 concerning Fisheries. However, its implementation within the jurisdiction of Pangkalan TNI Angkatan Laut Cilacap still encounters various obstacles.&#13;
The research problems include: how the authority of the Indonesian Navy in enforcing fisheries crimes is implemented in relation to Article 73 paragraph (1) of Law Number 45 of 2009 in the waters of Cilacap; what obstacles are encountered; and what efforts are undertaken to overcome them. This study aims to analyze such authority both normatively and empirically and to formulate solutions for optimizing law enforcement.&#13;
This research employs a descriptive-analytical method with a juridical-empirical approach. Data were collected through literature study, observation, and interviews, and were analyzed qualitatively through data reduction, data presentation, and conclusion drawing.&#13;
The results of the study indicate that the authority of the Indonesian Navy (TNI AL) is attributive in nature (original competence), as it is granted directly by statutory law. Its implementation is carried out through maritime security patrols and the Stop, Board, Search, and Seizure (SBSS) procedures. The challenges encountered include juridical, coordinative, operational, and administrative aspects. The measures undertaken include strengthening inter-agency coordination, increasing patrol intensity, adopting preventive approaches through legal education for coastal fishermen, and introducing an innovative model of coordinated supervision based on the integration of data and licensing systems.&#13;
