Implementation of Mandatory Basic Affairs Policy of Ciamis District Tatang, Parjaman; Dini, Yuliani; Lina, Marliani Regional positions in the era of regional autonomy as stated in Law Number 23 Year 2014 as amended by Perpu Number 2 of 2014 concerning Regional Governments, have the freedom to create, innovate to find breakthroughs in governance and development in their regions. Policy is the main instrument for realizing all affairs or programs that have become the rights and obligations of the region. The scope of the policy includes formulation, implementation, evaluation, and policy advocacy. Research on the implementation of basic service policies is important to be carried out to provide information to community members and policy makers about how the actual implementation of basic service policies is a mandatory regional affair. The six basic service programs are: education; health; public works and spatial planning, housing and residential areas; Field of peace, public order and community protection; and social fields. In order for a policy to be implemented effectively, the policy is very dependent on four factors (Edward III, 1980: 9), namely: 1) communication, that each Regional Head is able to communicate his programs to both the regional apparatus and the community; 2) resources, including sufficient staff (quantity and quality), information, sufficient authority / authority, and facilities; 3) disposition / attitude, as an implementor policies are required to have commitment and responsiveness to the contents of the policy, and in line with policy makers; and 4) bureaucratic structure, there are patterns of relationships between the implementors that have been established, there are SOPs that regulate the flow of work.

The Study of Policy on Social and Environmental Responsibility In Ciamis Yliani, Dini In a good governance that combines three main actors namely the government, private/public companies and in fact have not been able to synergize well. One of the relationship between the public and private sectors (companies) are still more profitable one party only the company, while the public has always been on the injured side. The operations are carried out by a company that is the community have tended to be detrimental to the around community. Therefore, it is needed for the participation of the government in regulating the importance of involving the private sector in achieving good governance. The participation of private/companies in social and environmental responsibility has been regulated in Undang-Undang Number 40 Year 2007 about Limited Company and Government Regulation Number 47 Year 2012 about Social and Environmental Responsibility Limited Company. Meanwhile, there is no single policy rule in Ciamis relating to social and environmental responsibility for the private sector/company in Ciamis region. Actually, if it is seen from the development of Ciamis district which is a region crossing the southbound lanes of Java,these conditions encourage the development of economic sectors, especially investment of several companies. With so many growing companies that are giving an unavoidable impact to social and environmental terms, so companies need to conduct social and environmental responsibility for the development of the surrounding communities. Therefore we need policies in the form of local regulation or the regent regulation in practice to make clear its legal decree.

KEARIFAN LOKAL KERAJAAN GALUH DALAM MEMBENTUK BUDAYA POLITIK DI KABUPATEN CIAMIS Yuliani, Dini Perubahan merupakan sebuah keniscayaan, seperti halnya teori evolusi bahwa yang bisa bertahan adalah mereka yang bisa mengikuti perubahan tersebut. Lain halnya dengan karakteristik suatu masyarakat, ada hal-hal yang justru bisa mempertahankan eksistensi suatu masyarakat dari suatu kehancuran yaitu kearifan lokal. Warisan kearifan lokal di Indonesia sangat beragam, sehingga membentuk karakter budaya Indonesia yang berbeda dengan negara lain. Berkaca dari pengalaman negara Jepang yang saat ini menjadi salah satu negara maju yang diperhitungkan dunia adalah dengan mengikuti perubahan kemajuan teknologi tetapi masih tetap memegang budaya warisan nenek moyang mereka. Ciamis sebagai satu wilayah di Jawa Barat yang memiliki warisan budaya peninggalan kerajaan-kerajaan salah satunya adalah kerajaan Galuh yang pada akhirnya membentuk karakter budaya politik yang memiliki kekhasan tersendiri, yang secara umum dibagi menjadi larangan dan anjuran. Warisan budaya ini membentuk karakter masyarakat Ciamis dalam kegiatan politik sehari-harinya. Penelitian ini menggunakan metode penelitian deskriptif deduktif dengan tipe penelitian deskriptif dan histori. Dalam penelitian ini diteliti bagaimana warisan kearifan lokal Kerajaan Galuh dalam membentuk budaya politik masyarakat Ciamis khususnya dan masyarakat Sunda pada umumnya. Warisan Kerajaan Galuh di Ciamis tidak hanya dalam bentuk artifisial saja melainkan juga membentuk pola perilaku masyarakat yang pada akhirnya membentuk budaya politik saat ini.
